An area of Chinese and native land has been colored green on the accompanying sketch. The construction of a pier at this proposed site appears to offer very little benefit to the general public, as few can have business to transact in this lawless part of the town.
A more appropriate site would appear to be the West end of the East Praya. Enclosed is a copy of Colonel Moody's letter of 23rd April 1883, to the Colonial Secretary, which fully explains the motive under which he did in submitting to the notice of the Colonial Authorities the letter he addressed to the Inspector General of Engineers.
The present project is simply an extension of Colonel Moody's views, and the paragraph extracted from the valuation of Messrs. Delchers' property, signed by the Acting Colonial Surveyor General, shows that the authority of the Colonial Government to the acquisition of the property had been obtained on behalf of the Trustees prior to the tender being tendered to the War Department. It is not necessary to obtain any further authority.
